Meet our Presidents and Vice Presidents, Executive Director, Uniserv Directors and Associate Staff

PCTA President Kim Black

Kim Black is a graduate of Pinellas County Schools including Bay Point Elementary and Middle, Lakewood High and St. Petersburg Junior College. She received her Bachelor’s degree in Deaf Education from Flagler College in St. Augustine, Florida, and her Master’s degree in Counseling from the University of South Florida. As a lifelong Pinellas County resident, she has been an active member of our community and has served in many leadership positions throughout Pinellas County and Florida. Her dedication and commitment to the students and teachers of this county runs deep and is demonstrated by her 22 year career as a classroom teacher and school counselor at Pinellas Park High School in Largo. Kim has been a member of PCTA since 1985 and has served in numerous leadership capacities for our Association. Most recently, as the Chair of the Legislative Committee since 2003, she has enjoyed working with our legislators, School Board members and community organizations to shed light on critical issues that effect the daily lives of our students and educators.

She stresses that collaboration and involvement by all stakeholders is crucial. Kim is able to energize a broad spectrum of members into action because she respects and values our employees. She is currently on full-time release from PPHS to serve as the President of the Pinellas Classroom Teachers Association. Kim states, “As your President, my actions will be consistent with your wishes as the members of PCTA. If you are not yet a member, please join us. Together we can build great public schools.”

PCTA Vice President Rich Wisemiller

A Florida native, Rich is a graduate of South Broward High in Hollywood, Florida and Saint Joseph College in Renesslaer, Indiana. Rich has been employed by Pinellas County Schools for 20 years. During his tenure, he has taught ate Clearwater Comprehensive, Dunedin Highland Middle, Eisenhower Elementary, Lealman Middle and Tarpon Middle Schools. Rich received the teacher of the year honor twice from at Dunedin Middle and once from Clearwater Intermediate.

Rich was an exchange teacher in Nagano Japan for the 1996-1997 school year and has been traveling with students to the Clearwater sister city of Nagano for the past ten years for the Clearwater Young Ambassadors. Rich has been married to his lovely wife Lawana for 35 years and they have a daughter who resides in Lakeland and son serving in the foreign service in Pristina, Kosvo.

In addition to teaching and spending time with family, Rich enjoys playing contract bridge and traveling around the world.

PESPA President Pamela D'Almeida

Pamela, a graduate of Dixie Hollins High, is a product of Pinellas County schools. She has been employed as by the Pinellas County School system for 22 years. Pamela began her career at as a food specialist at Melrose Elementary before accepting the as postion as an ESE Associate at Boca Ciega High School before landing at at Bay Point Middle as 7th grade office clerk.

Pamela began her service to PESPA as building representative. She has worked on various PESPA commitees before serving on the PESPA Executive Board and eventually becoming the PESPA Vice-President. Pamela is dedicated to serving the members of PESPA and encourages the all PESPA members to become involved!

Executive Director Jade Moore

Jade has been Executive Director of PCTA-PESPA for 31 years. Before that he taught for 6 years in Pinellas at Safety Harbor and Largo Junior High and Largo High. He has a Bachelors Degree from USF in Speech-English Education, with additional majors in Broadcasting and Speech - Rhetoric/Public Address. He has a Masters Degree in Guidance from USF.

He attended Pinellas schools, Belleair Elementary, Clearwater Junior High and graduated from Clearwater High in 1965. He was Citizen of the Year and was active in forensics and theatre. He won first place in Men’s Extemporaneous Speaking in 1964 for the State of Florida.

He came to PCTA in 1974 as their third Executive Director. He has worked for Pinellas teachers and support professionals since then. The organizations have developed into premier examples of advocacy organizations under his stewardship.

He is active in Bay Area politics and is a founding member of the Suncoast Tiger Bay Club. He has served as Vice President and President and is currently on the Board of Directors. He is active in church work and is an Elder at Trinity Presbyterian Church in Clearwater. He recently completed a term as Moderator of the Presbytery of Tampa Bay.

In 2001, he was selected as an Outstanding Alumni by the University of South Florida. He is a regular editorial contributor (guest columnist) for the St. Petersburg Times and is often consulted with for organizational development topics.

He is married to Sue, a former Pinellas teacher, now the Director of Christian Education at Northwood Presbyterian Church, for 35 years. They have two grown children who continue to provide opportunities for growth. He loves to golf, read and travel.

Uniserv Directors

Wendy Paser

Welcome to PCTA. I have a background in special education and early childhood education with a bachelor’s degree in Emotionally Handicapped, masters in Early Childhood Education and am National Board Certified in Early Childhood Generalist. I work with many on certification issues, National Board Certification, and any other need our members have. Working for you is a pleasure. Please call if I can be of assistance to you. I also help many members by responding quickly to email.

LaToya Ouhirra

LaToya is a product of the National Education Association (NEA) Intern Program. She has a Bachelors degree from Alabama A&M with an emphasis in secondary language arts. She has taken graduate studies at Auburn University and the College of William and Mary. She has taught in Alabama and Virginia. Her staff experience included Iowa and South Carolina. She has a passionate commitment to public education and to the folks who work in our schools.

Princess Fleming

Princess is a native of Alabama where se taught middle school language arts and high school English. She has a Bachelor’s degree in English from Stillman College and a Masters degree in Language Arts from the University of West Alabama. Princess is a graduate of the National Education Association (NEA) UniServ Intern Program and has staff experience working in central Florida.

Technical Specialist

Beverly Diaz

She is the Technical Support for the office working closely to support the Executive Director. She is the keeper of all the professional agreements and papers. Bev has been with the Association since 1979. During this time, she has held a variety of support positions within the office to assist the professional staff, leadership and members of PCTA-PESPA. She is married to Bob and has two dogs named Beezer and Bongo.

Associates

Carol Justice

Carol is a 24-year veteran of PCTA-PESPA. She maintains all PCTA-PESPA & PEER membership and related files with the district, FEA and NEA. Carol also resources members, staff and leadership -- and is the office pack-rat!

Carol is a recent graduate of Eckerd College with a degree in Religious Studies and International Business & Finance. She is married to a retired teacher (Garry), and they have one daughter.

I am constantly touched by the infinite variety of hopes, dreams, concerns, barriers, opportunities, joys and sorrows experienced by the profession I have chosen to serve. Just when I think I’ve heard or seen it all ---- the phone rings!

Robin Haines

Robin joined PCTA-PESPA in 2006.

Pamela Young

Pam, a native Floridian, joined PCTA in July of 2007. She attended Pinellas County Schools (Anona Elementary, Largo Middle and Largo High School). She worked in the cable TV industry for 18 years before leaving to be a stay at home mom for 4 years. Pam returned Pinellas County Schools as an employee at Skycrest Elementary which allowed her to work and also to be available to participate and volunteer at her son’s school. After working for 6 years at Skycrest, Pam was prepared for new challenges. Pam enjoys all outdoor activities, the beach and reading. We welcome Pam to PCTA-PESPA.

Learning Cooperative Staff Members

Ethelstine Harris

Ethelstine has been the coordinator of the Learning Co-op for two years. Before that, she was an active member of PCTA for over 30 years. During that period, she served as a Faculty Rep, local Board Member, lobbyist, contact for local politicians, Chair of Minority Involvement committee, and served on the state board. She has attended several conventions and conferences of the organization on all levels.

Prior to her retirement in 2003, she taught at several elementary schools. She earned her bachelor's degree in Education in 1972, and then her masters in Administration and Supervision in 1986 from USF.

She is very active in the community of St. Peterburg, serving on several committees and organizations centered on civil rights and advocacy.

She is a member of St. Joseph Catholic Church where she`is also very active in community service. She has four children. They all attended Pinellas County public schools. She also has grands and great-grand children. She loves to help others, travel, and stay Politically involved in her community.

Melodie Gangadharan

Melodie is a native of New Hampshire and is the Program Director of the Learning Co-Operative, Inc. She has a background in business management and healthcare management and worked in healthcare operations management for seven years prior to joining the Learning Co-Operative. Melodie has been working for the PCTA Learning Co-Op since January 2006 and every has been an adventure!
